I would say on would be safer but, Id run them on a cloudy day and at nite myself.

On all the time, right side aimed little to the right and left side aimed little to the left just in case I'm in middle lane, both side will see me hopefully.

On all the time, except they go off when high beams are turned on.

The more light, the more visible you are to others.

I have amber color aux lights, never turn them off.
