Went for a ride and noticed the volt meter fluctuating.
The connection from the stator to regulator was clean and solid.
The voltage output from the stator is per the book.
The regulator ground was dirty, but now better thanks dielectric grease and serrated washers.
I have been looking for the other end of the black wire (+) from the regulator in the manual using a large magnifying glass. It ends at block 3B A (red). I realize this wont mean anything unless you have the manual.
If I knew where this terminated , maybe I can back track in the manual.
