Was 103 ever built at factory or always a kit

We were doing some barstool racing and the topic of the 103 being a factory motor came up? I always thought the 103 was an upgrade kit from the 96 (much as the upgrade kit for the 88 was the 95) and that the 110 was the factory (next size up) ? Anyone know the scoop? My buddy swears he read that the 103 was factory built as a 103? Thanks for help.
