Too tight front brakes

I bought a 1983 FXRT that has original dual disc brakes on front. I was told that the rear brakes needed bleeding, but the front brakes appeared to work fine. When going on a ride, starting off seemed like it had clutch problems, but when I tried to back the bike out or push it, it was hard to move. I put it up on my lift and it was the front brakes holding too tight. The pads look new; do you think it has the wrong pads or is there a master cylinder problem or what? I pulled one caliper and it appears to be on both calipers. What do you think?
 
Have a look here first Harley Davidson Community You may also check for a build up of pressure in the calipers by cracking the bleeder loose, see if this relieves the pressure on the calipers, if it does a master cylinder rebuild may be in order
