Road King windsheild height

I'm looking through the windsheild, but just the top part of it and wanted to look at a shorter one I am looking over. Does it need to be a little lower or a lot lower in regards to buffeting? Also, does anyone know the OEM height of it? I was thinking about 2 to 4" shorter.
 
IMO you want to be able to look over the shield while riding and if needed (rain storm) look through it. You should be able to figure out how much shorter you need it. Cut small pieces at a time, you can always cut more.
 
Also, anyone know a good tag relocation kit? I have a chrome luggage rack that doesn't fit with the tag placed where it is.
 
I believe the stock windshield is 20" high.

I ordered one from Clearview that is 22" and supposedly +2" from stock.
