front peg question-FXDL

i have surfed the self help area and the sites search options but i am still unclear about these aspects of the front peg/controls

98 fxdl with a wide glide front end

1. adjusting the shift lever so my foot can roll on the heel to move from a rest position to shifting down. the bolt holding the lever to the mount is on very tight
2. if i have forward controls installed, is the available peg mounts on the frame(front) used and to install a mid position peg to rest my legs on long rides - this is now not easy? - i dont have a highway bar

my pegs are beefy but too short - i will try to post a pic

i have the ops and service manual and they dont speak to peg adjustments at all - arrrgh
