Look at the Chain...See if it is straight to a straight edge... That is the reason for ANY shims... Double chain MUST run straight. If the chain is straight it is correct.

Welcome to the forum. Parts book shows it as next to rotor. Only 1 washer. If you don't have a parts manual you can go to shopronniesharleydavidson.com.
There look for OEM parts finder tab.

If you have more than 1 washer then Bubbie is correct.They are used to align the motor sprocket to the clutch sprocket.
