Adding break fluid to rear master cylinder

I'm working on a 2004 Harley Davidson Dyna Wide Glide. I need to add brake fluid to the rear master cylinder, but the cover is blocked by some bracket. How can I remove that bracket to access the master cylinder?

Probably an exhaust bracket? Seems to me you can get the cover off with a ratcheting # 2 Philips screw driver Craftsman 5 pc. Reversible Offset Ratchet Screwdriver Set : Sears Outlet
