Question ??? about Touring Pull Back Handlebars

Can anyone tell me why does Harley call the "Touring Pull Back Handlebars"; for the 08 Ultra; a kit? Do you get more than just the bars with the "kit"?

Re: ??? about Touring Pull Back Handlebars

If you have an Ultra the description say's they won't fit.

Fits '08-later Electra Glide® models (except FLHX and models equipped with Fairing Mount Mirrors). Does not fit '08 ABS equipped models, Sidecar-equipped models, Heated Hand Grips, Hydraulic Clutch Kits, Handlebar Mounted Gauges or Road Tech™ Riser Mount Radio kit. All models require separate purchase of additional components for installation.

Anyone know why? And what are the additional components?

I guessing then that it has to do with the brake lines. Apparently an extended version not available for the Ultra? The "kit" appears to include a cable of some kind (clutch) since the Ultra is throttle by wire. Check this link:
