Moisture is in the air all the time if the bike is cold then any air that is warmer will shed its moisture on the cold surface as warm air holds more moisture than cold
so even sat in a garage overnight then as the air heats up in the morning it will warm up quicker than the metal of the bike and moisture will be shed by the warmer air on the cooler parts of the bike the material of the exhaust wrap will then hold on to that moisture when the bike warms up as it evaporates off the rest of the metal
