Is there a difference between the police and king tour paks? Browsing the internet it seems the police ones appear to be the same size and are less expensive.

Yes, the Harley Police Tourpak is smaller and not as tall. It is made to hold a police radio and will not hold a full face helmet. It opens from the back and not the side. It also has a LED brake light that flashes when you first step on the brake.

I bought one for my 2011 FLPH. But since I ride alone I like it. I don't like the back pad on the king pak.

The Police tour packs I've seen are made by Whelen, who make most of the police accessories. The Whelen T.P. is completely different than HD's chopped our king T.P. It has mounting tabs/compartments for light ballasts and flashers inside.

A lot of Police departments buy the Whelen's but Harley also makes one. Mine cost about a grand and they come in black or white.
