Throw over Saddle bags

Well I just got my new saddle bags for my new FXDC and was checking how they fit when I noticed something. When I unscrew mt seat and lifted it up, I noticed there were 2 pads on the fender, presumably to protect the fender from scratches. However, this causes a bit of a an issue that when I put the throw the saddle bags over the fender, this increases the thickness (due to the pads) and I can not screw my seat back down. I was thinking of getting a longer screw with a chrome spacer (about 1/4") to make up the difference. Has anyone has the same issue, and if so, what did you do to fix?

Usually the seat hold down has a plastic retention clip which spaces up the threaded insert up from the fender, the leather is about that same thickness. Are you sure it is the leather at that point or is the yoke of your bags a bit too wide fore and aft that the seat interferes because the seat pan has some pads to ride on the fender?
