Suspension Question? I think...

Hey, guys, I have a 2004 Heritage Softail. It seems to be riding hard-I mean that the bumps seem to hit hard instead of a smooth ride. Is it the shocks or what?
What do yall think the problem is?
I am taking my bike tomorrow for a 15k service and need to know what to have the tech check.

measure ride height look it up against that year .. the shocks are adjustable some what .. if lowered it will be a rough ride

No air shocks unless someone installed them

Well it looks like around 26". I think that is stock.

Nope, its 3 3/4" from ground to the frame. If im measuring right. Where should I measure for this?
