Should a 2003 softail need the clutch bearing replaced at 40k?

A lot of bearings could easily be called a "clutch bearing" out of convenience. To really know what is going on you need to know exactly which bearing they are calling a clutch bearing. There is a large double row bearing that supports the front belt pulley that could easily be called a "clutch bearing". That bearing could easily be gone in 40K for lots of reasons. Something as simple as the drive belt being too tight could easily waste that bearing.
 
Thanks Hoople, it is a friends bike and I know the tech and am pretty confident he knows what he is doing. I just wanted a second opinion. Thanks again.
