screaming eagle stage I download

hi guys, my harley dealer talked to me about getting a stage I download for my sportster. i heard somewhere that the stage I download is just adding some fuel at idle and raising the rev limiter. it adds no fuel at low and high speeds. does anyone know if that's true.

The way I understood it is that it adds 5% fuel across the board.

If I can make a suggestion here, get a TFI and adjust it past the lean settings in the dealer download for a better running bike.
