One other thing, make sure the injector wires are not swapped on the injectors too.

go back over the scoot and check the volts,amps and ohms.

ok no luck! Replaced the injector wiring and still no improvement. Completely stumped!

How about changing out the rear injector?

Ok guys...PROBLEM SOLVED!!! after 6 months with a local guy I decided to take it out of there and bring it into the dealer. They quickly found that the pin that hold the butterfly valve in place had broken. Not bad enough to be obvious but it was hanging up. Replaced the assembly and also the throttle cables and we are back in business!
