Race Tuner runs rough

I have a 2008 Ultra with the 110 kit and race tuner installed. It has very little power at rpm less than 2200. It also sputters and sometimes back fires when I try to take off quickly. It has been on the Dyno several times with no relief. any one have a suggestion for fixing this?

Intake leak?

Have you had a custom map installed/made or are you running a canned map?

Was the tuner that dynoed it reputable?

sorry I should have mentioned that: The tuner is the Harley tuner, I have the 110 kit screamin eagle heads and Rinehart true duals.
