Primary Fill Level
I read in my manual to fill level till I see it? I filled it through the cover removed hole and I can see it...but it is still about 1/2 inch below the lip of the hole? Doesn't seem very exact as far as proper level? Comments.

The bottom of Clutch Basket ?

In pigsnot/Glider Picture my Clutch area looks different without the Primary cover off.
So Mine is touching the botoom of the same area I guess...A few onces won't be a big deal either way I guess...If the clutch asct goofy I will drain a bit out.

A few ounces difference can indeed make a difference with clutch drag and ease of shifting. In the 2008 bikes it is 38 ounces or measure what comes out to be sure.
Your bike will look different than the one in the pic being an older softail but the principle is the same anyhow for both to the bottom of the clutch basket.
 
Just did my oil change(s) when winterizing 09 SG & primary was exactly 38oz to the clutch basket (like glider's pic/recommendation). Sounds like you're right there - just make sure the bike's level.
