Please help with diagnosis

Your battery reading of 16 volts is much too high. It should be in the area of 13-14.5 to be considered normal.
 
ok, broke out the multimeter, and here's what I got so far:

Lights on:
-Battery 16VDC
-To Each side of coil 15.5VDC

Removed wires and test the wires with 20k ohm setting on multimeter, short measured 4.5 and long measured 11.5

Whao! That is high. You are measuring across the terminals with the engine running (at what rpm) and getting 16Vdc?

measuring across the terminals with the ignition on/lights on, not engine on.

It's an old multimeter so it might be off, I'll check again today to see if it says anything different.

Well, replaced the plugs with Autolite and properly adjusted the throttle cables, and she runs like a dream now, no backfiring!
