Pinion gear grinding

I'm building a bike from ground up and all components are new.

After installing the engine (accurate engineering panhead), transmission (Rev-tech 5 spd electric/kick) and drive line when I turn over the engine the jackshaft indexes to the ring gear but doesn't fully engage the ring gear and grinds. The pinion gear retracts. In the manual (Clymer 1984 to 1999) the picture shows large jackshaft coupling with the inside cir clip facing away from transmission (shallow side). The dealer said the shallow side should face towards the transmission so that's how I installed it. Being installed towards transmission seems wrong. the large bushing also moves outward a bit with the jackshaft. Is the book wrong or is the dealers advice wrong??.
