pinion gear fitment on shaft

Hello,
Own a 65 Panhead. My question is...should the pinion gear slip on to the pinion shaft or should it have to be pressed on...or somewhere in between?
I've heard various opinions on this and am confused. Mine currently just slips on very easily. I have also sheered the key twice, however I just grabbed a couple of keys from work. Maybe this contributed to the problem. Not sure. Will get HD keys this time. In any case, can someone give me a definite answer on this pinion gear question? I sure would appreciate it!

The pinion gear and right side of crankshaft are machine tapers. The woodruff key is basically for alignment (so all gears in case can be matched up). The gear only requires about 35 lbs. torque to seat. When tightened to spec., the pinion gear spacer should be moveable by hand. I can't tell you what year pinions and cranks shafts had changes.
