Need to mount a licence plate bracket

I bought a '12 Electra Glide police bike. I took off the radio box bracket which left me without a place to mount a plate. No rails to mount a bracket to, is my only option to drill 3 holes into my fender above the brake light? (Brake light shines the plate light up) what hardware will I need to mount to the fender?

I can not find it on the web, but the last Electra Glide Standard in 2009 had a U shape bar that bolted at frame on sides of rear fender that plate would then bolt on to..... The link is for a 1997 to give you a idea.

If you go to OEM Parts Finder Granite State Harley-Davidson Lebanon, NH (603) 448-4664 and look up your model FLHTP. You should see what you need. P/N 53411-09, list for $170.80. I sure there are cheaper ways.
