I don't think all new riders should be limited. Everyone has a sense of danger and responsibility. Some more then others. I just started riding last year and I've had more experiences then any course could ever give me. Riding around a parking lot for hours on end will not give you the real road experience you get when your life flashes before your eyes because some idiot pulled out in front of you or almost t-boned you. They can talk all they want in those courses, but when your life isn't on the line, things are different.
I am not dogging the courses by any means. If I was restricted to a certain HP I probably would not have a bike today. We have no restrictions in our province. The only thing we have a Class A or Class B license. Those are different engine sizes. Some insurance companies will not touch you without the riding course while others don't care.
