Mikuni Carb

On the left side of the carb is a 6 inch rubber tube with a "nut" on the end that goes to the carb with a spring on the carb end. Turning it obviously adjusts something, but what? Is this a mixture adjustment? the bike is running rich. Already checked the choke.

I would guess idle adjustment.
