Metal in filings on the primary magnet?

I've always wondered about this, are they really opening a new container or is everything they use in bulk?

For the extra few ounces it takes, it's probably easier to say one (1) quart but the cost they charge you for that one quart already has the extra few ounces (I think 4) included.
