Loctie and torque specs

I've pretty much torn the front end of the Road King down to parade rest to change out the handlebars. I know the blue Loc-tite goes on all mechanically necessary bolts and they get torqued to spec, but what about the bolts that hold the chrome etc . Do they need Loc-tite and is there a general torque spec for non mechanically necessary nuts and bolts?
 
For the non mechanical parts you can use the loctite blue to help with vibration loosening and if there is no torque value specified the rule of thumb is, tight is tight.
 
I do as Jeff stated. But if you want to be real picky, google and download an SAE torque chart. Almost all noncritical fasteners are torqued by size. Lawnmowers, cars, washing machines, etc. Edit: note grade of fastener, Grade *8" may take higher value (google bolt grade marking also).
