    If you go to this page and download and install image resizer then you can right click on any picture file and choose the size you want works great

    Actually there is an inbuilt software in windows, known as microsoft Office Picture manager..!!! You can re-size your image, edit, crop etc to your image..!! Just try it out once.. :)
