What you really need to know is the voltage on ECM pin 16 without anything hooked to it. Not easy to do unless you have a break-out box. Chances are that the 7.15 volts you read will be higher when the engine is running. Now it could be fixed at 7.15 or it could go up according to alternator output. It also could be 5.0 volts if the tuner was pulling up the reference. You just have to get your meter and trouble-shoot it.

In bone stock factory trim, there isn't much (if anything) on the bike that could pull up the reference voltage. On my 2009 Dyna there isn't anything I can see that could pull up my reference voltage. The 5.0 reference and B+ 12 volts are completely isolated from each other. I could have a crushed cable that would create a short but that is an exception.
