It's a left over hole from the casting process that is plugged. Some folks have utilized these for oil temp or oil pressure sending unit installations. As Smitty said sometimes it does not work out as expected.

Not sure what its for but I know the scavenger oil draining system has u use that hole to fully drain all the dirty oil out.

Its also where the pickup for the thermostat goes if you have a oil temp gauge.

Yep, exactly what I did...just got to be cautious when removing. It's locked on pretty tight.
