Heritage Saddlebag Bracket Question

The front lower isolators on my bike are worn and rotted. How do the come off? The bracket that holds the isolator is welded on the side nearest the tire. The outer is threaded, that holds the bag mount. Does it just unscrew, as in double nut and unscrew? Appreciate any help. Wayne
