Whats necessary to change from 21 to 16 spoked wheel on 93 fxsts? Brake is on the right side. Need any and all help

Well, to be honest, I don't know
Seriously, there was another springer - the FLSTS - that had the 16" front wheel and I would start from there:
First, check if part nos for the springer forks are the same. If they are, just see what parts the FLSTS has that yours don't (other than the wheel ;P)
Ok, I did some of the starting work for you:
The FLSTS was introduced in '97.
Your part nos for the springer front as I found are 45569-88B/45607-93 (plus bits & pieces)
For the '97 FLSTS the nos are 45619-97/45633-97
This leads me to conclude that this was a new, wider front to fit the 16 x 130mm wheel & tyre (why would they make new parts if the old ones would fit...).
So, the answer to your question is that IF you're going to fit a 130/90/16 tyre, you'll probably need new springer front but brakes, etc are probably ok.
Maybe it is possible to fit a 120 or so tyre, but I think the main problem here will be the width of the hub. You need to look & measure carefully to see available space (clearance to disc, caliper, brakets, springer legs, etc.).
Try to discuss this with some wire wheel manufacturers...
