I have JUST purchased a used 2002 FXST. So recently in fact, that I just got plates, Insurance and registration on it today. The rear tire is a Dunlop MT9016 M/C 74H and looks to be about a 140. Can I go to a 200 with any modifications to the bike?

That was supposed to be withOUTany modifications

The stock rear tire is likely a 150 and most likely a 160 will fit but a 200 wouldn't fit. Go to the Dunlop Motorcycle tire site & do a search.

I've read that there are small thickness spacers that you can shim the rear pully over slightly for clearance but I'd think that would be hard on the drive belt.

If you have the owners manual it will state tire size.. You usually can only go up 1 tire size.
