help me out with adjustment of throtle

ok i been working on my bike 2008 electra glide classic all i got left is to install the power commander im reading the direction and this is what gets me
This bike has fly-by-wire throttle.
Because of this, make sure
that when setting the throttle
position that the bike is fully
warmed up. Also you can not
set the OPEN throttle setting in
the software unless the RPM is
above 3000rpm.

can someone explain that to me and how to adjust it in case i have high throtle ?

i just want tot know i been working on my bike for 3 days and tomorrow i just want to throw the powercommander in and go for a ride i want to be preper
