Heel or toe shift??

Seems the boot is already nicely positioned for a toe shift, so it’s the toe shift. Just an occasional heel shift, but it takes dragging the foot back and lifting, and the boot already has the scuff marks. Perhaps I should adjust the heel peg a little lower, and check it out again.
 
I have owned bikes in the past with the toe shifter only but since I have the heel toe shifter I prefer it because it is easier to use.
