I would also check the wiring under the rear fender held by metal loom which can get snagged by the tire or road debris. Often the wire insulation gets cut, breaks wire and then shorts to the wire loom and blows fuse.

My solid mount sportster has breakers mounted on the rear fender under the seat but i don't know about the 2000
wiring on the underside of the rear fender is a weak point on these bikes
