fxstc stater relay ?

where is it located on a 90 fxstc and what would indicate it being bad? I have an issue with it starting right now. When I turn it on and press the igintion button the bike clicks a lot and fast but it wont turn over at all. Could it be the relay or is it something else? The bike was starting up just fine. Now I get nothing at all???? any ideas on this issue? I tested the battery with my multimeter and it getting 11.90 volts when the igntion is off. any help is much appreciated

Battery is run down. Charge battery, then start bike and check the charging system output voltage at idle & at 3000 RPM..

Hoople is correct, fully charged battery will be 12.7 volts:s
