Front alignment advice needed

2001 FLHT with stock tire and forks.
I have tried everything mentioned in the previous threads and I'm stuck. I replaced the front tire with a new tire, new rotors and pads. The wheel will turn freely until I tighten the axle bolt then it makes it hard to turn the front wheel. The brake pads are compressed all the way in. It appears that it pushes the fork on the axle nut side to far in when I tighten the axle nut.

I have tried tightening the axle nut first, then the pinch nuts, but made no difference.

I have two spacers, on wider than the other. One spacer has a groove around it. I have the wide spacer on the pinch bolt side. The narrow spacer on the axle nut side.
Can anyone tell me if I have the spacers wrong, or what might be wrong??
 
No. I'm not sure how to do that, please advise.
By what you have told me, I have my spacers on the wrong side..
 
No, I do not have a service manual but your help would be greatly appreciated. I replaced the rotors with aftermarket chrome rotors..
