Floorboard installation help

I just picked up a 2006 Deluxe with Willie G floorboards.
I have two questions that were not answered in the search area.
1. How tight should the floorboards be? I can't move them at all. They seem too tight. Doesn't seem like they will flip up when needed.Is there a torque spec on these? Should I be able to flip them up by hand? I'm sure they shouldn't be too easy but mine feel like they are clamped tight.
2. Is there any up and down adjustment on the mounting brackets to raise the floorboards?

There's lock nuts on the bolts that hinge the boards. I usually adjust the torque on them so I can lift the board with just a bit of resistance. If they are too tight they can give you a surprise when they ground out.

The front of the boards are adjustable up and down whatever is comfortable.
 
How does the front adjust? Is the bracket that is mounted to the frame
slotted. I really don't see anything that is movable. I would like to raise the front a bit on the brake side if possible.
 
Look under the bike at the head of the bolt that attaches the front brace for the floor board. You'll see how it works.
