I remember back in the day, my friend was repairing a crack on his tank with an electric welder, the sparking fumes alone popped all the dents out, Didn't help much on the crack...lol
On a serious note I have heard using dry ice to pop out dents.

I had a pair of tanks with similar dings and tried all the stuff that works on car bodies to pull the dings but suction cups and glue on didn't work the metal on the tanks was just to strong so the air pressure inside may just be the thing i was missing
I got bolts Welded on to tank and used a slide hammer to pull the dings however i had planned on repainting and re lining the tank anyway
