excessive amp draw from headlights

91 ultra which has dual headlights, shows normal current draw until headlights are turned on.....passing lights,radio etc have no effect...if i unplug 1 headlight at a time{either one}there is no negative effect...please help

First define what is "Normal" & "Excessive" current draw.

with the headlights off the volt meter shows 12 - 14 volts.....with the headlights on 0 -8 volts,depending on rpms

You may want to load test the battery.

Sounds like your going by the dash gauge. Measure the voltage at the battery with a quality handheld meter and you probably won't see those numbers. Zero to eight volts?,,, even a carb bike would probably not even run.
