A common problem with some touring model bikes when the volt gauge is acting erratic or not charging properly is the wiring harness coming from the regulator.
They have been chaffing on the edge of the frame just below the regulator causing a intermittent ground and that will cause the volt gauge to fluctuate while riding. It will usually stay constant when standing still which will be the first indication of where to look for the problem.
Prolonged use in this condition can damage the regulator and also the stator which would require replacement.
