Engine won't run with new top end rebuild

Another thought. With .630" lift, the OP is probably running roller rockers. The high lift is one issue but the arch of the roller rocker can cause contact with the rocker cover even with lower lift cams. I would clearance the rocker box covers and also check the rocker box pocket where the valve spring sits. If springs are not beehive but double wound, springs could be contacting the rocker box which would normally not keep the motor from starting but could bend a valve, depending on severity of contact, or, best case, just make a lot of noise.;)
