If you did a screaming eagle download on a softail classic, can you use the same download on another bike or do you have to buy a whole new download chip? I hope I am asking the question correctly.

It's a one time deal...yes you would have to purchase another.

For best results, forego downloads. Get a good flash tuner and a proper dyno tune; your motor will appreciate it.
