Detachable tour-pak install

On the detachable tour-pak there are two sets of mounting holes, one inch apart. The forward position and the rearward postion, I assume this would be for a solo rider and a two up rider position. Does the 1 inch really make any difference? Has anyone tried both hole positions?

Both positions work for two up, the rear position just gives the little women a little more room on the back.

My wife is not big, but I think she would be kind of snug if I did not use the rear position, on the pak AND the rack. I alway have my backrest on. A solo rider fully loaded would enjoy better handling if both were in the forward positions.
