I found a company that makes aftermarket cruise control systems that almost are "plug and play". (http://www.mccruise.com)
I have a 97 Road King EFI that I installed it on, took me about 6 hours including set-up. Works wonderfully, the guys that designed it retrofitted it for a 99 Road King, after talking with them quite a bit we came to the conclusion that between the 2 bikes there were only 2 differences.
