Probably a government sponsored research program.....some years ago the NTSB in the US spent a ton of tax $$$ building a front drive,rear steering, thing with a "roll cage" around the rider, it was so unstable and top heavy at professional road racer couldn't keep the thing upright.....it was supposed to be "safer"....there is no fix for stupid....
