Doe`s anyone have any experience in chroming aluminium? I have a set of 28 spoke wheels that are in need of something and thought this might be a way to go,or is it better to sp[end the 3k for new ones?

If you find a reputable chrome plating shop, it's cheaper than new wheels. Most of what you pay for will be the preparation ( powder coat removal andpolishing) of your wheels. There are several places that do it on an exchange basis.Check reputation of the shop before you send your wheels. I prefer polished stock stainless rotors to chromed. IMO doing anything to the rear sprocket is wasted money, it's hidden behind the bags. A chrome cover if you want.
Amen on the pulley cover! My stock one looked like it came off the Titanic! But was in good mechanical shape. Cheapest chrome replacement was about ten times more expensive than the chrome cover.
