Chrome Tappet Block Covers

Hi all. I bought some chrome tappet block covers for my 1994 Fatboy. The covers are slotted so that nothing needs to be removed to install them. I was wondering if anyone has ever installed these? I am asking because they come with 4 12 point bolts and a tube of something. I haven't broken the seal yet so I don't know what it is. There are no instructions, so does anyone have a clue how these get installed? The part number on them is 32-1720. I Googled it but can't find any instructions.

Generally the covers are held in place with the silicone in that tube and the bolts are replacements for the cad plated ones in there now.

Install the bolts one at a time and torque all that you can get on and then install the covers with some silicone from the tube on the bottom of the cover where it contacts the tappet block.
