How difficult is it to replace the OEM front fork lowers with chrome ones? Are there any special tools required. Can I do it in a weekend?

You may want to fill in the rest of your profile with the year and model of the bike and if it's FI or carb.
 
Which Softail are you asking about. The answers you get might be more helpful if you specify the bike you are working on.

I'm going out on a limb but from what I've seen, bike is 2003 FLSTC. (Heritage Softail Classic). Just my 2 cents.

I know it depends on the type of driving, but how often should front forks be rebuilt? I have 51 K on original forks

An easy weekend project, the self help section was a great reference. It is a big improvement on the bike!

If they show any signs of leakage around the seals or general sloppiness in rebound control that a service doesn't eliminate.
