here on the wetside(england)the only law I am aware of is the "feet on the pegs"and of course,a properly fitting lid.Personally,I have a high sissy bar on my glide,just so I can take my grand kids on a"jolly"and I dont have to worry about them falling backwards if I pull away and they arent ready for it.
